Wondering where i can download the 256 page report?

"A lot has happened to the standard since its debut last summer. I can only summarize it here. The complete rundown can be found in a 256-page “response paper” published today."

did i miss a link somewhere?

The "response paper" doc is available on UL Environment's CSDS (http://csds.ul.com), a website requiring registration. Once you get in, you have to click on the "supporting documents" link under "quick links" on the right side of the page. It's not very intuitive unfortunately.
